Parents Still Waiting for Minister Beare’s Promised Framework on Age-Appropriate Materials Framework and Criteria

VICTORIA, B.C.: With schools opening across British Columbia this week, families are still waiting for the “age-appropriate materials” framework and criteria promised by Education Minister Lisa Beare back on March 11, 2025.

“Six months ago in Question Period, the Minister promised to deliver a provincial framework to ensure school materials are age-appropriate,” said Lynne Block, West Vancouver-Capilano MLA and Official Opposition Critic for Education. “Yet here we are at the start of a new school year, and parents have nothing: no framework, no criteria, and no timeline. The Minister made a promise in the Legislature, and she has not kept it.”

Mandeep Dhaliwal, MLA for Surrey–North and Official Opposition Critic for Parental Rights, said parents are increasingly frustrated by the lack of transparency. “Families contact us every day with concerns about inappropriate materials in classrooms,” Dhaliwal said. “They don’t want more promises – they want action. Who built this framework, what criteria are being used, and when will it be implemented? Parents should be treated as partners in education, but the BC NDP government prefers to keep parents and families in the dark.”

Block concluded that the lack of transparency is undermining trust in the education system. “This is about accountability and respect for families. The Minister herself said she would act – so where is the framework she promised? Parents deserve transparency, educators deserve clarity, and students deserve age-appropriate resources and materials.”
